    SAN FRANCISCO, July 14, 2026 – The Linux Foundation, the nonprofit organization enabling mass innovation through open source, today announced the operational launch of the x402 Foundation and the completed contribution of the x402 protocol by Coinbase. The Foundation is now fully active under formal, open governance to steward the x402 protocol – the universal standard that embeds secure payment capabilities directly into web interactions, allowing AI agents, APIs, and applications to process financial transactions as easily as they exchange data.

    Under the neutral governance of the Linux Foundation, the x402 Foundation will allow developers, financial institutions, cloud providers and other community members to collaboratively shape the protocol's development. This open structure ensures that payments remain highly secure and adaptable, supporting multiple payment types, from traditional cards to stablecoins, without vendor lock-in.

    Since the Foundation's intent to launch in April, 40 organizations have joined as members.     The x402 protocol aims to address one of the key challenges facing AI-powered applications: enabling autonomous software to pay for digital services without relying on traditional payment workflows. Rather than building proprietary payment systems, the foundation seeks to establish an open internet standard that supports multiple payment methods, including credit cards and regulated stablecoins.

    Among the foundation’s most prominent members is Circle, which said the protocol aligns closely with its long-term vision for programmable internet payments.

    Gagan Mac, Vice President of Circle’s Arc Platform, said x402 allows payments to become a native part of internet communication. “At Circle, we’re building the open financial stack for the agentic economy,” he said. He added that AI agents can already communicate through HTTP, while x402 enables them to pay for services within the same request-response cycle.

    Coinbase hands protocol to community governance

    The x402 protocol originated inside Coinbase, which developed the standard before transferring stewardship to the Linux Foundation.

    Lincoln Murr, Coinbase’s Head of AI Product, said moving the protocol into neutral governance was essential for industry-wide adoption. He said, “x402 was started at Coinbase to solve a real problem – AI agents had no native, interoperable way to pay for the things they needed to do.”

    He added that transferring the protocol to the Linux Foundation is how open technologies earn lasting trust across an industry.

    Stripe, Visa, Mastercard, and AWS join the initiative

    Several of the world’s largest payment and technology companies also highlighted the importance of open payment infrastructure for AI. Stripe said it sees AI becoming an active participant in online commerce.

    Meanwhile, AWS argued that agentic commerce requires open standards that allow businesses to maintain control while enabling secure machine-to-machine payments.

    Builds on earlier stablecoin expansion

    The x402 initiative adds another layer to Circle’s broader strategy of expanding USDC beyond crypto trading into global payment infrastructure.

    Earlier this month, Circle Mint France expanded support for automated USDC and EURC payouts across more than 180 countries, enabling businesses to manage compliant cross-border payments through a single API.

    Circle has likewise expanded partnerships with major financial institutions, including JCB, which recently signed a memorandum of understanding to explore stablecoin-powered cross-border treasury operations and merchant payments using Circle’s infrastructure.

    The launch of the x402 Foundation reflects how competition is shifting beyond individual stablecoins and payment products toward the underlying standards that could power AI-driven commerce.

    The Linux Foundation has completed the operational launch of the x402 Foundation, a new open-governance body formed to steward the x402 protocol, a standard designed to embed payments natively into the web’s HTTP infrastructure. The announcement, made on July 14, came alongside confirmation that Coinbase has formally transferred the protocol to the foundation, placing it under vendor-neutral control for the first time.

    The x402 protocol takes its name from HTTP’s long-dormant “402 Payment Required” status code and is designed to allow AI agents, APIs, and software applications to send and receive payments as seamlessly as they currently exchange data. According to the foundation, the standard supports payment types from conventional card transactions to stablecoins, with the goal of avoiding lock-in to any single payment rail or technology provider.

    Since the Linux Foundation first signalled its intention to launch the initiative in April, 40 organisations have signed up as members. Premier members span finance, cloud, and blockchain infrastructure and include Adyen, Amazon Web Services, American Express, Circle, Cloudflare, Coinbase, Fiserv, Google, Mastercard, MoonPay, Ripple, Shopify, Solana Foundation, Stellar Development Foundation, Stripe, and Visa. General members include Fireblocks, KakaoPay, Polygon Labs, Quant Network, NEAR Foundation, LayerZero Labs, and zerohash, among others.

    Member companies are already positioning their own infrastructure to benefit from the standard. Circle pointed to USDC as a low-cost settlement option within the x402 framework, while Ripple said it is extending support to the XRP Ledger using both XRP and its RLUSD stablecoin. Card networks, meanwhile, framed the initiative in terms of extending current commerce infrastructure into the agentic era. Mastercard stressed that AI-driven transactions would require the same trusted, secure foundations as today’s digital payments, and Visa argued that future commerce will depend on interoperability across platforms, networks, and payment methods.

    The project addresses the rapid growth of AI agents capable of autonomously executing commercial tasks on behalf of users and businesses, including booking services, purchasing compute time, and calling paid APIs. Coinbase’s Head of AI Product, Lincoln Murr, noted that the protocol was originally built to address a concrete gap: AI agents had no native, interoperable way to pay for the things they needed to do. Moving it to neutral governance, he said, is how open technologies earn lasting industry trust.

    The x402 Foundation will operate under the Linux Foundation’s established governance model. Developers, financial institutions, and cloud providers can shape the protocol’s roadmap, and no single member controls its direction.
